This project aims to develop a robust smart grid alongside community internet access, achieving dual transformation goals, to ensure the sustainable development of China’s energy strategy, meet the electricity needs of rapid socio-economic development, promote energy conservation and emission reduction, develop a low-carbon economy, and improve service levels.
A fiber-to-home access network was implemented in a specific community within this city to build an intelligent network. This network supports various applications, including real-time monitoring, smart homes, on-demand systems, and service information dissemination, making the entire community more intelligent, convenient, and efficient.
Case Description
For this project, our equipment was responsible for constructing the aggregation and access layers. According to the client’s plan, some parts were aggregated, while others were directly connected from the access layer to the core layer.
- Aggregation Layer Equipment: QL-100 S3940.
- Access Layer Equipment:
- Part of the access layer uses QL-100 S2510C, directly connected to the core switch.
- Another part uses QL-100 S2228B, connected to the aggregation switch QL-100 S3940.
All equipment utilizes multimode fiber for uplink, ensuring zero-loss data transmission. This optical path connection throughout the network fully demonstrates the intelligence and responsiveness of smart homes.

Project Background
The city’s power fiber-to-the-home project, utilizing OPLC technology and EPON passive optical network communication technology, successfully achieved power fiber-to-the-home integration. The power EPON integrated access system supports various business types, including Ethernet/IP and RS232/485 serial port communications. It accommodates multiple power communication protocols such as IEC60870-5-101, IEC60870-5-104, 61850 (substation automation), CDT, DNP, and ModBus (transparent transmission).
Overall Design Scheme
By employing EPON technology, the optical fiber communication system of the distribution network is effectively optimized, replacing traditional transmission methods like GPRS/CDMA and 230MHz. EPON has thus become the preferred communication transmission platform for the distribution network.
Solution Description
The power grid PON network adopts a comprehensive protection switchover networking scheme, featuring redundant backup between the dual PON port downlinks and a gigabit uplink bundled to access the substation optical network.

- Provides 1:32 access, supporting up to 1:64 access.
- Various capacity specifications are selected based on the density of the power grid terminals.
- Multi-service slots to handle subsequent business expansions.
- ONU (Optical Network Unit): ATS2000 series.
- Industrial Design: Ensures stable operation in harsh outdoor environments, with temperature ranges from -40 to 85 degrees Celsius.
- Uplink: Features redundant dual PON ports to ensure uplink reliability.
- Rich Service Interfaces: Includes RS232/485 and Ethernet electrical ports.
- Manageability: Supports WEB, TELNET, CONSOLE, and SNMP, facilitating both remote and local management. Provides management data for network management software to assist with centralized management.
- Compatibility: Designed according to Telecom CTC 2.1 standards, ensuring effective compatibility with other manufacturers’ EPON equipment.
- Data Security: Implements VLAN, QoS mechanisms, and ACL filtering to ensure business isolation and prioritization.

Emergency broadcasts are crucial for saving lives and property during natural disasters such as earthquakes, heavy rains, flash floods, mudslides, and landslides. Utilizing emergency broadcasts for disaster prevention, reduction, and scientific disaster relief has become essential for relevant departments like the Water Conservancy Bureau, Meteorological Bureau, Emergency Office, Radio and Television Bureau, and Flood Control and Drought Relief Office.
Functional Analysis
- Disaster Warning Broadcast Function:
- The emergency broadcasting system in townships and rural areas provides access ports for the Meteorological Bureau, Water Conservancy Bureau, Emergency Office, and other departments to issue timely warnings.
- It helps avoid natural disaster risks, conducts early warning drills, and promotes public awareness of self-rescue and mutual rescue techniques.
- It also facilitates the opening of emergency shelters and the evacuation of vulnerable people and property.
- Hierarchical Broadcast Function:
- The system operates according to a three-level administrative management structure (county/district, town, and village).
- Each administrative level has dedicated early warning IP broadcast terminal equipment, enabling effective organization and movement during emergencies.
- It strengthens safety and security for villages, communities, and public places vulnerable to natural disasters and guides civil affairs and other departments in preparing for basic life assistance.
- Daily Broadcast Function:
- The system supports “three levels of controllability, two levels of interruption, superior priority, and emergency first.”
- Broadcasts can be scheduled for specific times and locations, with each administrative village operating independently without interference from others.
Program Overview
To meet these requirements, an IP network broadcast solution is implemented. This solution utilizes local communication operators’ network lines or establishes emergency SDH private networks to connect network terminals throughout the area. It ensures the dissemination of audio and control signals, delivering emergency broadcast information to every corner.

- IP Voice System: Must support simultaneous calls on multiple lines and include a backup hot switching mechanism for stable and reliable operation without dropping calls.
- Short Number Calls: Allows free short number calls between headquarters and remote branches, ensuring stable call quality and improving internal communication efficiency.
- Hierarchical Telephone System: All telephones share the same outbound call number, enabling timely customer call responses and appropriate service arrangements.
- Terminal Phone Capabilities: Should support various voice call needs, including corporate address book, speed dial, caller information display, call recording, conference calls, and other common functions.
- Automatic Deployment: Phones should have an automatic deployment function to facilitate easy setup across various locations.

Based on user needs and the existing enterprise network, two core VoIP systems are deployed in the central computer room. One system serves as the main server for daily operations of the enterprise telephone system, while the other functions as a secondary server using heartbeat detection technology to monitor the main server’s status in real-time. Branches can flexibly arrange VoIP phones according to the number of users for local outgoing calls. Network interconnection between branches allows for automatic issuance of extensions through the main system. Considering the spatial and operational characteristics of warehousing and logistics, APs and wireless phones can be used to implement wireless VoIP functions.

The security monitoring system employs a cascade network management architecture to handle various monitoring tasks such as security, fire protection, natural disasters, and access control. A dual-network redundant switch management method ensures stable communication and enhances the overall security of the network system.

- Emergency Alarms: Alarms can be deployed at critical points, allowing the console to detect and respond to emergencies promptly.
- Custom Interfaces: The switch console interface varies based on the specific monitoring task.
- Data Storage: The console includes a disk array to support extensive security monitoring data storage.
- Remote Management: Supports remote maintenance and management, with features like ring network fault alarms, link fault alarms, port fault alarms, and power failure alarms, effectively reducing operation and maintenance costs.

Monitoring sensors and access control systems are deployed within a specified area and connected to the industrial Ethernet switch at the console side through wired or wireless methods. The management interface on the console provides real-time visibility of all security monitoring activities and allows querying of historical data through the disk array.
